With recent headlines about the Democratic Republic of the Congo (DRC) broadcasting strong claims like “Break the Link Between Laptops and War” and “Death by Gadget,” it’s easy to get the impression that the information and communications technology (ICT) sector is solely responsible for the violence in that country.
